September 4, 2019 - The Health Information Exchange objective is one of the primary focal points of the ARRA and MIPS Promoting Interoperability (PI) programs for the 2019 and 2020 reporting years. We asked Montrose Memorial Hospital to share tips on how they were able to successfully attest to Measure 1 — Support Electronic Referral Loops by Sending Health Information.
Like many other healthcare organizations, Montrose Memorial Hospital uses Direct Messaging to send CCDs. The hospital stressed consistent communication with both your HISP and other organizations is essential to expanding and maintaining your organization’s address directory and keeping it up-to-date. Establishing a means of communication with surrounding hospitals — regular phone calls, emails, etc. — helps to increase the number of valid recipients, and therefore, the number of CCDs sent outbound.
Montrose Memorial Hospital emphasized the importance of training users. To generate enough volume to score well on Measure 1, sending CCDs must become a part of daily workflow. Responsible staff members need thorough training and education to understand the impact they have on achieving success with both the measure and the PI program.
Staff may also need additional guidance to understand their roles in meeting the measure. When first implementing their CCD process, Montrose Memorial Hospital created a training guide to assist users with whom to send the patient’s CCD. Taking steps to eliminate some of the confusion users face when sending CCDs reduces the workflow burden. Additionally, there must be a continual effort to encourage users to maintain the process.

Although Health Information Exchange isn’t new for many organizations, Montrose Memorial Hospital proves those challenges don’t have to be barriers to success. As we approach the final quarter of the 2019 reporting year, identifying improvement strategies is crucial for the current reporting year and beyond.
